The Role:
A Senior Quantity Surveyor (SQS) will be a key role in a delivery contract, managing the contract administration from the early design plans, through to contract completion. You would make sure that the projects under your control meet legal and quality standards and ensuring that clients get value for money.
You will have a sound knowledge/understanding of construction methods and materials and keen attention to detail, with strong evidence of assessments of contracts within the NEC3 suite of contracts, principally options C & E (ECC). You may be working on multiple contracts simultaneously between £1m and £65m in value.
You will provide a quantity surveying/commercial service across a range of projects, reporting to the Head of Commercial, to ensure they are delivered on time and within budget and that accurate and timely reports are produced for senior management. Delivery of a structured approach to manage project actual, budget and forecast costs in order to effectively capture the project’s status and support project execution/decisions.

Key Duties & Responsibilities:

• Pre-Contract:
  If required, assist the Work Winning Team with assessment of tenders.
  Where appropriate negotiate contract percentages, amendments to terms and conditions, alterations to contract data and Schedule of Cost Components. If required, early conditional Subcontract procurement.
• Contract:
  Preparation of applications for payment.
  Preparation of final forecasts of cost and value.
  Assist Project Controls team in vetting contract programme logic and advise on structure of float/TRA/planned completion date.
  Earned Value Management (EVM) in consultation with the Project Manager.
  Prepare month cost value reports and reports to Senior Leadership Team.
  Manage change management; recording change, price, coordinate programme implications with Project Controls team, negotiate, advise for escalations and complete / assist in dispute resolution.
  Manage and supervise procurement – subcontracts, service contracts, manufacture contracts.
  Assist in the management of the Project.
  Assist Project Controls team with risk register.
  Internal and external weekly and monthly reporting.
  Manage Subcontract accounts through to final account.
  Manage QS, commercial assistants and project procurement teams.
  Support the Head of Commercial in leadership tasks.
• Project Initiation:
  Provide support / input to the development of the Project Control Planning (e.g. WBS) / formulating the Project Financial Baseline.
• Project Implementation:
  Accountable for day-to-day collection of all project cost / financial information.
  Generating and reporting regular project financial data such as spend profiles, budgeted and earned values, forecasts, completion costs etc.
  Responsible for the execution of cost management process.
  Input or update budget information, expenditure information, and forecasts into the cost reporting system(s).
  Responsible for collation, management and analysis of all project variances.
  Assist the Project with client invoices for progress payments, final payments, and release of retainage.
  Prepare / collate inputs into the weekly and monthly reporting on cost flow forecast, cash flow forecast and cost value reporting.
  Involvement in the development of Bottom-Up Forecasts.
  Provide project financial data to weekly project team meetings.
  Assist in assigning personnel to each project work package in-line with WBS.
  Prepare and assist the Project(s) in the preparation of Change Proposal / EWN estimates.
  Collaborate with Project Managers and other Project related personnel to ensure that all costs are accounted for.
  Assistance in raising Contractual variation and Compensation Event Notices.
  Monitor contingency usage in-line with risk trigger / retirement dates and mitigation strategies / activities.
• Project Close-out:
  Assistance in cost elements of contract close-out / account settlements and closure review meetings.

• Key Skills & Competencies:
  Cost Planning experience.
  Experience of post contract and able to demonstrate achieving completion of work, identified in the duties and responsibilities.
  MEP experience desired.
  Earned Value Management (EVM) skills / experience.
  Good working knowledge of forms of contract currently used within the Building, Engineering and Civil Engineering industries.
  Experience with CEMAR preferred (not essential).
  Experience working on multiple projects simultaneously.
  Good IT skills – particularly Word and Excel.

• Qualifications:
  Associate or Member of RICS (Royal Institution for Chartered Surveyors) or similar preferred.
  HNC, Degree qualified or similar.
  Post contract experience.
  UK driving licence.

The Person:
A demonstrable previous track record in a similar role with “Earned Value” Management experience.
Numerate and competent with financial concepts, cost tracking and reporting.
Highly orderly, methodical and process driven with good written and oral communication skills along with a high degree of personal motivation. Flexibility with regard to working across all areas/locations of the business, and hours to meet the requirements of this challenging position.
Ability to work on own initiative and to manage others with good general office computer skills.

The role is based in Bamber Bridge, Preston, however flexibility is required with regard to working across all areas and locations of the business along with hours to meet the requirements of this challenging position.
