The Role:
Delivery of a structured approach to manage project actual, budget and forecast costs in order to effectively capture the project’s status and support project execution and decisions.
This is a key role in a delivery contract, managing the costs from the early design plans, through to contract completion. You would make sure that subcontracts and the project meet legal and quality standards and ensuring that clients get value for money.

Key Duties & Responsibilities:

• Pre-Contract Award:
  Assist the Procurement Team with assessment of subcontract tenders / terms and conditions.
  Involvement with risk analysis and escalation.
  Assist the Procurement Manager with sub-contract negotiation and letting.
• Project Initiation:
  Provide support/input to the development of the Project Control Planning (e.g. WBS) formulating the Project Financial Baseline.
• Project Implementation:
  Accountable for day-to-day collection of all project cost/financial information
  Generating and reporting regular project financial data such as spend profiles, budgeted and earned values, forecasts, completion costs etc.
  Responsible for the execution of cost management process
  Input or update budget information, expenditure information, and forecasts into the cost reporting system(s)
  Responsible for collation, management and analysis of all project variances
  Assist the Project with client invoices for progress payments, final payments, and release of retentions
  Prepare / collate inputs into the weekly and monthly reporting on cost flow forecast, cash flow forecast and cost value reporting
  Involvement in the development of Bottom-Up Forecasts
  Provide project financial data to weekly project team meetings
  Assist in assigning personnel to each project work package in-line with WBS
  Prepare and assist the Project(s) in the preparation of Change Proposal / EWN estimates
  Collaborate with Project Managers and other Project related personnel to ensure that all costs are accounted for
  Assistance in raising Contractual variation and Compensation Event Notices
  Monitor contingency usage in-line with risk trigger / retirement dates and mitigation strategies / activities
  Ownership of project costs within the ERP system
  Liaise with Business admin support and procurement to ensure robust cost management
  Client monthly project progress report
• Project Close-out:
  Assistance in cost elements of contract close-out / account settlements and closure review meetings.
• Post Contract:
  Review and recommendation of interim valuations, including identification of Disallowed and Disallowable costs
  Ensure that the financial aspects and impact of subcontract exposures are clear to all parties
  Assist in the management of all aspects of Project subcontracts
  Risk Management/Early Warnings
  Compensation Events
  General Communications
  Defects, Searches, Tests, Inspections
  Contractors/Employers Instructions

In addition, assist the Commercial Manager with preparation and implementation of the same with the main client contract and assessment and certification of sub-contractors interim valuations and final accounts.
Also assist the Commercial Manager in any Dispute Resolution activities as required and act as Delegated Authority for the Commercial Manager.
Preparation and submission and agreement of several works final account.

The Person:
You will need to be a proficient excel user to include, lookups, pivot tables, and formulas.
Have cost planning and Earned Value Management experience along with being numerate and competent with financial concepts, cost tracking and reporting.
You will need to be highly orderly, methodical and process driven with good written and oral communication skills.
Ability to work as part of a close-knit management team and manage numerous activities / projects simultaneously – both short and long term.

• Qualifications & Experience:
  Good working knowledge of forms of contract currently used within the Building and Civil Engineering industry.
  Good working knowledge of standard forms of measurement. SMM7 and CESMM3.
  Commercial acumen (NEC3 Terms & Conditions)
  Experience with CEMAR preferred (not essential).
  UK driving licence
  Good IT skills – particularly Word and Excel.
  Previous experience within a similar role.
  Experience of NEC would be a distinct advantage.    
  Experience of civils and ventilation subcontracts.
  A degree or professional qualification accredited by the Royal Institution for Chartered Surveyors (RICS).

You will need to have flexibility with regard to working across all areas/locations of the business, and hours to meet the requirements of this challenging position.
Based in Bamber Bridge (Preston), but expected to travel as required to subcontract or client premises.
